Lufthansa A320 nearly crashes due to strong crosswinds

Everybody and their mom is posting the video of the Lufthansa A320 jet that nearly crashed upon landing in Hamburg, Germany due to strong crosswinds.
Thank goodness that nothing serious happened and that the pilot was eventually able to successfully land the jet with all 130 passengers on board. The video is pretty crazy.
The damage to the plane was isolated to just the left wing.
One question though: Are there always people standing that close to runways with video cameras in hand?
