Does anybody know what the bicycles used by athletes in the Tour de France are made of?

How is it that this bicycle’s front wheel was destroy and mangled just by hitting this dog? The bicyclist didn’t even look like he was going that fast to do that much damage.

All questions aside, I do want to say that this dog has impeccable timing when it comes to crossing the road.
