Yes, they did in 50s. At that moment, which was post-Korean War, South Koreans made money mostly on agriculture and exporting cars/ships made out of abandoned vehicles by US army. Cars were allowed only for some high class people and most people wanted to have bicycles like Teenagers want to have cars when they finish SAT and get ready for college here. Major Korean car manufactures like Kia and Hyundai became mainstream car manufactures in 80s. Before then, most car companies were designated and operated by the Government.
