I think it’s a combination of paint and lights; maybe black lighting because that’s somewhat invisible but has bright effect on certain colors

The bikes were partly painted with neon-spray and partly painted with phosphorous paint. It might be hard to get a bike like that without having the bike repainted by a professional.
You can get same effect for less than $30 at bikeglow.com. They strobe too! Very light weight, thinner than their light makes them appear. I’m working on one just for my rain cape, as well as on the bike. Best side way visibility on the planet. Love this ad!

About 3 years ago while I was managing Cambridge Bicycle (before we opened Superb) I had an idea for a fixed gear bike that completely glowed in the dark. With the help of Marty from Geekhouse we made it happen, and it turned out pretty cool. Now 3 years later our phone is ringing off the hook because of this new cell phone commercial with glow in the dark bikes in it and everyone wants one! Well you are all in luck! We can build custom Glow in the Dark bikes similar to the one we built before. Starting price is about $1600 if you stick with basic components and turn around time is 1-2 months. These bikes will have glow in the dark frames, rims, and handlebar and are sure to turn a few heads. Now for the disclaimer. The bikes featured in the video are surely edited in some computer software to look super bright and in the real world, like most things that glow in the dark, after being charged by light they only glow for a little while. Also prolonged exposure to direct sunlight seems to turn the yellow glow in the dark finish a little bit green. However I had a U-lock coated in glow in the dark 3 years ago at the same time and it still works! It’s more likely that these bikes were painted with glow in the dark paint, but then illuminated with one or more blacklight floodlights.
You can mix glow in the dark powder with a automotive clear coat. 1 oz of glow powder to 6 oz of clear. Spray it with an HVLP spray gun over a light base coat. This will save you some cash over the spray cans and you can lay down more coats for a better glow. You do have to fire it up with a bright light or black ligth to make it pop. Bike After Dark has wheel lights that go on the spokes of your wheels and lights up the whole wheel. Everyone who see’s mine asks me where I got them… they are so cool and rechargeable so they always glow. You guys should def go look at their website.

Glow paint is usually not that vibrant esp over a long period of time. I would use a glow and/or UV reactive paint and add some battery operated UV LEDs on the bike to enhance the glow effect.
